Rated due to a bit of blood and dismemberment.
So the Red Sage continues on for a bit, explaining how some of his allies that are still alive (as remember the conflict he described occurred at least two thousand years ago) believe that the Legionnaire was destroyed. However the Red Sage had his doubts, as he felt that they never encountered the group's 'leader'. Aside from the obvious, this information means that the Red Sage (along with anyone else) has never met the group's leader; meaning he's unable to determine how powerful/dangerous this individual is. This may prove to be a lot worse than knowing nothing at all.
Marcia interrupts, saying that if the attack on Washington was the Legionnaire's doing, then yeah, they're far from eliminated. However the Red Sage says that it will prove difficult to identify them as the culprits, as they're too good at covering their tracks. That and people would more likely believe that the attack was orchestrated by the Russians first before believing it was done by a villain group.
The Red Sage continues to explain about previous attempts at gathering evidence of the Legionnaire's existence, or even trying to capture a member, but said attempts failed. What he does say is that the members can be identify with their standard attire, with which I've shown the symbol that can be seen on the back of the coat.
Commentary: For the second bottom panel, where the Sage is talking about attempts at gathering information, I had something in mind which would be explained in a story I'm working on, but unfortunately the way that I had the panels I couldn't show it off. Maybe another time I guess.

I'm really pleased that Thunder Force are getting a bit more proactive here and learning about the Legionnaire. Nice exposition page.
